In the 2025 municipal elections, a new city council for Helsinki will be elected. The council decides on many issues affecting residents’ lives, such as education, libraries, sports facilities, social and health services, as well as the development of the urban environment and Helsinki’s climate targets.
Election day is Sunday 13 April 2025. Polling stations will be open on election day from 9.00 to 20.00.
The advance voting period is from 2 to 8 April 2025 in Finland and from 2 to 5 April 2025 abroad.
Who can vote?
All residents of Helsinki who are 18 years or older can vote in the municipal elections. Citizens of EU countries, Norway, and Iceland with a registered domicile in Finland can also vote. In addition, citizens of non-EU countries who have had a registered domicile in Finland continuously for over two years can vote in the municipal elections.

HELSINKI FOR ALL, NOT FOR THE FEW
Finland’s current right-wing government has, in an unprecedented manner, dismantled the foundations of the Finnish welfare state. Left-wing urban politics are needed now more than ever.
Helsinki’s Left Alliance is the counterforce to the government’s austerity policies. In the past city council term, we have demonstrated that a different future is possible. We have increased cultural funding, invested in opportunities for youth activities, protected urban nature, and blocked budget cuts to education multiple times.
So how does the future of Helsinki look like?
Here’s our vision.
PLEASANT NEIGHBOURHOODS IN HELSINKI
Our Helsinki is a city of vibrant suburbs and colourful neighbourhoods, including high and low income earners, old and young, families with children and single-person households. In Helsinki, important everyday services are close at hand. It is easy and affordable to travel to work, school and leisure with efficient public transport. For us, a safe home and community are a fundamental right of every person.
- We will fight against fare hikes in public transport and work towards free public transport.
- We will involve residents in the city’s planning process by developing new methods that also involve those Helsinki residents who are not engaged in current planning processes.
- We will build affordable housing and diversify housing stock around the city.
- We will develop new ways to make rents affordable and keep rent increases in check.
- We will invest in culture and high-quality sports facilities, especially in the suburbs.
- We will strengthen the city’s own rental housing production and develop new solutions for affordable housing production.
- We will reduce evictions by investing in preventive counseling.
EQUAL HELSINKI
In a caring, diverse Helsinki, everyone has the opportunity to live a good life. Multilingual guidance is offered to job seekers who have moved from abroad and multilingual children are supported from early childhood education onwards. Our city actively supports the daily lives and self-determination of people with disabilities. We stand with minorities: there is zero tolerance for racism, sexism, transphobia and homophobia, ableism, fascism and discrimination in the city’s public spaces.
- We will ensure that job seekers receive sufficient support in their native language and that interpretation services are readily available.
- We will inform residents about the rules and regulations of Finnish society and the labor market.
- We will increase the opportunities to use city services in English.
- We will invest in multilingualism and the integration of immigrant children in schools and kindergartens through needs-based funding.
HEALTHY HELSINKI
Health and well-being services are for everyone. Specialised medical care remains high quality and accessible to all. We invest in the salaries and motivation of health professionals. We prevent health crises and inequalities by investing in opportunities for physical activities, urban nature and low-threshold health and social services. Substance abuse services and mental health services support Helsinki residents in particularly difficult life situations.
- We will preserve the right of undocumented people to receive necessary care.
- We will not privatize health center services. We will invest in public healthcare and stop the increase in health inequality.
- We will avoid transferring residents from one service to another. We will develop a culture of treatment where social and health services work seamlessly together for the overall health of the individual.
- We will increase resources for substance abuse services, as well as low-threshold mental health services.
- We will support informal caregivers’ well-being and livelihood.
- We will build more parks and nature reserves, and establish a new national urban park.
- We will take care of the well-being of families by investing in quality maternal and child health clinics and no-cost home care services.
CREATIVE HELSINKI
For us, culture is a part of humanity and the everyday lives of city dwellers, not a luxury product. Helsinki is a diverse and vibrant cultural city, where art can be experienced in concert halls and art museums as well as in neighbourhood cafés, streets and libraries. In our city, the value of cultural work is understood: artists are paid a decent wage and public subsidies ensure a thriving cultural scene and accessible experiences.
- We will keep entrance fees for cultural services as low as possible. We will also guarantee free cultural services for all residents and support access to cultural experiences for special groups.
- We will maintain cultural subsidies and ensure that artists are paid fairly for their work.
- We will support cultural events and art education throughout the city. so that especially children and young people in the suburbs can take part in creative activities.
- We will expand the renting out of empty spaces to cultural organizations.
- We will support libraries and develop reading and learning services, especially for boys.
- We will safeguard the resources of adult education centers for no-cost education opportunities.
HELSINKI FOR NEW GENERATIONS
Helsinki is a young city: we are lucky to have a growing number of children and young people. Good facilities, fair wages and good working conditions for professionals ensure a safe learning environment for children in both Kontula and Ullanlinna. Children and young people are not left alone with bullying, learning difficulties or mental health challenges.
- We will improve working conditions and wages for early childhood educators and provide high-quality facilities for early education. We will ensure there are enough round-the-clock daycare options also for small schoolchildren.
- We will make sure that all children can reach daycare and school safely on foot or by bicycle.
- We will defend the rights of vocational school students! We will bring more quality teaching to vocational schools.
- We will reserve enough secondary education spots for all young people, including by addressing the high grade requirements in general upper secondary schools. We will ensure a safe transition to secondary education through preparatory courses and other support measures.
- We will prevent bullying and school violence by increasing the number of permanent youth workers in schools.
- We will keep school class sizes reasonable and ensure sufficient teacher resources. We will provide enough free school supplies and invest in physical learning materials.
- We will increase access to communal breakfasts in schools to help balance nutritional differences caused by poverty.
- We will offer accessible mental health and support services for schoolchildren and students, and ensure sufficient public school doctor resources so that students across the city receive regular health check-ups.
HELSINKI FOR THE FUTURE
We are building for tomorrow’s Helsinki. We invest in long-term projects and solutions instead of short-term cuts; boldly tapping into Helsinki’s creativity, resources and opportunities. Through determined climate action and nature conservation, we will leave a fair start for a good life for future generations.
- We will not support austerity politics; instead, we will invest budget surplus in essential services and city development projects.
- We will make Helsinki carbon negative by 2040 and transition to emission-free forms of energy production.
- We will reduce traffic emissions by supporting accessible public transport, developing rail networks, and restricting the most polluting traffic in the city.
- We will preserve more of the old building stock. We will build new structures that are of high quality and climate resilient. Investments will be made in energy efficiency and building control.
- We will protect Helsinki’s beautiful forests and the precious Baltic Sea.
- We will establish a cooperative body for animal welfare work.
FAIR HELSINKI FOR WORKERS
Our city’s services are powered by skilled workers. Helsinki leads the way as a responsible employer, ensuring the well-being of its employees and fair wages. By reforming our employment services, we are ensuring that Helsinki residents can continue to earn a living even in times of economic upheaval.
- We will ensure that city employees receive their salaries on time.
- We will create new jobs and experiment with shorter working hours.
- We will raise the wages of the lowest-paid city employees.
- We will invest in the well-being and further education opportunities of city employees.
